Edicts are instant or temporary effects or modifiers the player or AI may choose to apply to one of their planets (in the case of planetary edicts) or their entire empire (in the case of empire-wide ones). Most edicts are unavailable at the beginning of the game, and must be unlocked by researching specific technologies. All unlocked edicts can the enabled and disabled at will.
There are two types of edicts: empire and planetary edicts.

Fanatic edicts are planetary based. As such, the base cost and base duration are the same. ( 150 influence, 10 years ). They are available without research and will replace the basic planetary edict with similar but upgraded effects with a few exceptions such as a fanatic spiritualist one.
