Diplomacy in Stellaris draws on the model of previous Paradox games. Each AI nation has an opinion and relation values which are increased by friendly actions, diplomatic agreements, and agreeable ethos - and decreased by hostile behaviour and incompatible ethos. The tone adopted at first contact with a new alien species is particularly important in determining starting relations.
The basic diplomatic actions are as follows:
Declaring war
- Wars are governed by a war goals / war score system. When declaring war a nation selects war goals which they are trying to achieve. (If attacking as part of an alliance, the whole alliance has to agree the goals, including who gets which planets in the event of victory). Success in space combat and occupying or blockading enemy worlds increases your war score and the higher your war score and the worse your enemy's assessment of their own position, the more you can demand in a peace treaty. Naturally, if you force a harsh peace settlement on your opponent, you will make other nations around you feel threatened and worsening their opinions.

Establishing an embassy to improve relations with an AI nation for +1 per month and up to +100, embassy juggling has no penalty or timeout, relationship bonus will just slowly erode. Default maximum number of embassies is 3.
Declaring rivalry - Instant and permanent -100 opinion and monthly bonus to
influence, which depends on distance (bordering neighbours grant +1), until rivalry is lifted, unless opponent rivalled you back.
- +25 opinion from nations with mutual rival.
- Rivalries cannot be lifted for 10 years and maximum of them is 3.
- Sending an insult to temporarily reduce relations (instant -100 opinion, rebounds with +2 per month)
In most circumstances, the AI's diplomacy - both in response to the player's offers, and the actions the AI initiates - is determined by the AI nation's relations with the player nations, the AI nation's own ethics, and also by the threat level the AI perceives from the player and from other AI nations. Some actions also depend on AI personality.
Opinion modifying option have no effect in a multiplayer game in relation to human players.
