This article is for the PC version of Stellaris only.
All regular and fallen empires have a bilateral Relation with each other empire. The relation level between two empires is based on the sum of their unilateral opinions of each other, and it primarily determines which diplomatic actions are available between two empires without requiring an
Envoy to be sent to Improve or Harm Relations.
The unilateral opinion of an empire also influences whether an AI empire supports or opposes proposed resolutions in the
Galactic Community as well as their attitude towards an empire.
Relation levels[edit | edit source]
The relation level between two empires is determined by the sum of the opinions both empires hold towards each other.

Relation-locked diplomatic actions[edit | edit source]

Certain diplomatic actions require either certain levels of relation or an envoy sent to the other empire to improve or harm relations. Actions unlocked by positive or excellent relations are also unlocked by improve relations, while actions unlocked by tense or terrible relations are also unlocked by harm relations. Any diplomatic action not listed can be proposed at any relation level.

Each empire has a unilateral opinion towards every other empire, ranging from −1500 to +1500. Opinion is influenced by a variety of factors and has a large effect on an empire's attitude.
Permanent modifiers[edit | edit source]
Permanent opinion modifiers are either permanent or persist until the current diplomatic status changes and are an important factor in deciding how diplomacy proceeds after a first contact.

Event modifiers[edit | edit source]
Event modifiers can only be obtained through anomaly events.
Temporary modifiers[edit | edit source]
Temporary opinion modifiers last for a predetermined amount of time and will eventually disappear, as they decay yearly by a certain amount. However, many can also be reinforced and increased up to a certain limit. Many temporary opinion modifiers come from events.

Some diplomatic actions apply a temporary, decaying opinion modifier.
Variable modifiers[edit | edit source]
Variable modifiers start small but will keep growing as long as an empire continues doing the same action.

Most purge types cause an opinion loss for each pop purged towards the purging empire, but only from non-Gestalt, non-Fallen empires with sufficient intel on the purging empire.
