Admin Cap[edit | edit source]

Players have 400 Bureaucrat Administrative Capacity points at game start.

Void Dwellers get a bonus +50 Bureaucrat Administrative Capacity.

Declaring a world a Resort Colony will grant a bonus +75 Bureaucrat Administrative Capacity.

Empire sprawl[edit | edit source]

Empire Sprawl is a measure of an empire's expansion. Empire Sprawl is increased according to the following table.

Regardless of being above or below the Admin Capacity, an empire will get the following modifiers based on its total sprawl:

  • +1.00% Campaign (Subset of Edicts) cost
  • +0.10% Leader upkeep
  • +0.10% Leader recruitment cost

Penalties[edit | edit source]

Each point the Empire Sprawl exceeds the Administrative Capacity will impart the following penalties:

  • +1.00% Tech cost
  • +1.00% Tradition adoption cost
  • −0.50% Government Ethics attraction
  • +0.50 Crime
  • +1.00% Leader upkeep

Planet Modifiers[edit | edit source]

When firstly explored, each habitable standard planet will get a randomly choosen modifier. The "planet type" linked to each modifier represent the planet class most suitable for that modifier to appear in (probability is never zero). On the planet interface, under the Decision tab, a player can always find a special decision to improve these modifiers if the necessary technology has been discovered.
