Empires can pick a maximum of two civics at game start but this can be further increased to three by researching the {{iconify|Galactic Administration|21px}} technology or its equivalent. It is possible to change civics by spending {{icon|influence|21px}} 250 influence and they cannot be changed again for at least 20 years. If at any point a civic's requirements are no longer met, such as a change in empire ethics, it will become "dormant" and provide no bonus until replaced or until the requirements are met.
