War economy bugged?[edit]

It seems the war economy effects from 00_triggered_modifiers.txt do not match the ones listed here at all, and don't even make sense. From the file:

Semi-static, negative warscore:
spaceport_ship_build_cost_mult = -0.15
planet_ship_build_speed_mult = -0.15
planet_army_build_speed_mult = -0.15
planet_army_build_cost_mult = -0.15


Semi-static, positive warscore:
spaceport_ship_build_cost_mult = 0.15
planet_army_build_cost_mult = 0.15
planet_ship_build_speed_mult = -0.15
planet_army_build_speed_mult = -0.15


Versatile, negative warscore:
spaceport_ship_build_cost_mult = -0.3
planet_army_build_cost_mult = -0.3
planet_ship_build_speed_mult = 0.15
planet_army_build_speed_mult = 0.15


Versatile, positive warscore:
spaceport_ship_build_cost_mult = 0.3
planet_army_build_cost_mult = 0.3
planet_ship_build_speed_mult = -0.15
planet_army_build_speed_mult = -0.15


Dynamic, negative warscore:
spaceport_ship_build_cost_mult = -0.45
planet_army_build_cost_mult = -0.45

Dynamic, positive warscore:
spaceport_ship_build_cost_mult = 0.45

If I'm reading this correctly, semi-static negative increases build times, instead of decreasing them; versatile works correctly; and dynamic positive decreases build times, instead of increasing them. Also, none of the numbers match the ones listed here on the wiki and in-game.

So, am I missing something, or is this indeed bugged? Are the triggered modifiers used at all?
