A Starbase by itself does have a base energy upkeep, the amount depending on the size of the Starbase (hover mouse over the Starbase model in the system view to see the amount). The amounts are currently being balanced; from the first version of the 2.0.2 beta patch notes (1 March 2018):
- Increased energy upkeep of all Starbase sizes by +1. Outposts now cost 1 energy maintenance
If this doesn't change, the base upkeeps will be:
- Outpost: 1 Energy
- Starport: 2 Energy
- Starhold: 3 Energy
- Star Fortress: 4 Energy
- Citadel: 7 Energy

Outpost Maintenance Cost not Consistent Across Articles[edit source]
At this point the wiki lists several different base maintenance costs for an Outpost depending on which page you are looking at. I have found three thus far;
- Page Starbase : Cost 1
- Page Fleet > Constructor : Cost 2
- Page Construction > Outposts : Costs 3
The error in the maintenance has a significant effect on the strategic decision on where to build Outposts early game. Consider how hard it would be to arrange a "Energy Neutral" system if the Maintenance was 3 
.
