Resolution mechanics

Resolutions are laws passed by the Galactic Senate and most resolutions affect all members of the Galactic Community. When a resolution is added to the queue, all members can support it, oppose it, or abstain. The total diplomatic weight of members supporting the resolution determines its place in the queue; opposing and abstaining empires have no effect on its place. An empires stance on a proposed resolution is also their initial stance when that resolution comes to the Senate floor to be voted on.

Resolutions comprise several types: Standard, Sanctions, Space Fauna, Galactic Priorities, Denouncement, Galactic Council, Custodian, and Imperial. Within the game, these resolutions are divided among five main resolution groups, plus three more groups that are only conditionally available. Within each group, resolutions are further divided into categories, each category representing either cumulative levels of effects that must be passed in order or resolutions of similar types or related effects. Additionally, it is possible to propose repealing the highest level resolution enacted in each category. Standard resolution categories typically contain 5 sequential levels; Sanction resolution categories contain 3 levels; most other categories have only a single level. Once a resolution passes, another resolution from the same category, including the option to repeal the just passed resolution, cannot be proposed for 7 years. If a resolution fails, it cannot be proposed again for 14 years. The last two levels of Standard and Sanction resolutions require the Federations Federations DLC.

When a resolution banning a Menu icon policies.png policy is enacted, all members of the Galactic Community that use it are given notice of the breach and the option to change that policy, if able to. An event to change policy also happens on each decade for empires who are in breach of any resolution.

Gestalt consciousness.png Gestalt Consciousness empires are not affected by modifiers that have no effect on their pops or planets (such as trade value or pop happiness), therefore certain resolutions have fewer benefits or drawbacks for gestalt empires than for non-gestalt empires.

Proposing resolutions

Members of the Galactic Community can propose resolutions, which are then added to the resolution queue. Empires may have only one proposed resolution in the queue at a time.

The Influence.png influence cost to propose Standard resolutions increases with each level. Other resolution types typically have a fixed Influence.png influence cost. An empire can withdraw its own proposed resolution while it is in the queue at any time, but the spent influence is not refunded. Proposing to repeal a resolution costs as much as it took to initially propose it.

Resolution Support

When an empire proposes a resolution, it goes into the resolution queue and that empire automatically supports the resolution. Other members can then support or oppose the resolution or abstain. Empires can change their stance on resolutions in the queue at any time. The sum of supporting members' diplomatic weight determines the position of the resolution in the queue: the resolution with the most supporting diplomatic weight is sent to the Senate floor at the end of the current recess. Voting

When a resolution comes to the Senate floor, all Galactic Community member empires must support, oppose, or abstain. Each empire can change its vote at any time with a four month cooldown. The total Diplomatic weight.png diplomatic weight of empires supporting and opposing the resolution is compared and the side with the higher total prevails. By spending Influence.png 10 influence per favor, any member can use up to Trade cat favor.png 10 favors from each member abstaining or voting opposite to themselves to add 10% of that member's diplomatic weight to their side of the vote; this does not reduce that member's diplomatic weight. Only Trade cat favor.png 100 favors total may be used per resolution.

AI voting

How an AI empire votes on a resolution is determined by the AI weight for that resolution: a base weight multiplied by AI weight modifiers and added to by a flat random (−1 to +1) monthly bias. The breakdown of an AI empire's voting weight for a resolution can be seen by hovering the cursor over the empire's flag in the Galactic Community while that resolution is selected in the queue.

The base weight for standard resolutions typically follows the table below, with each level requiring progressively higher multipliers to support. Other resolutions have one of those base weights, with a few having a base weight of 3. Standard resolutions typically have a base weight of 5 to repeal.

An AI empire's stance towards a resolution depends on their total AI weight: . Notably, unlike most modifiers, which are additive, AI voting weight modifiers are multiplicative, though the in-game UI shows them as additive percentages. If any AI weight modifier is ×0 (shown as −100% in-game), that AI empire has 0 AI weight toward the resolution and the monthly bias is not applied.

In addition to the specific modifiers for each resolution, AI empires have a ×1.3 modifier for their own proposals, and their opinion of the proposer and target of the resolution also modifies the weight.

A long dash "—", indicates that effect is not active at that level. A green check Yes.png indicates an action which is unlocked, while a red cross No.png indicates an action that is blocked. Denouncement

Denouncements are a unique type of resolution that target a specific empire. If the denouncement resolution passes, the denounced empire receives a Mod diplo weight mult.png −25% diplomatic weight modifier for 10 years. If the empire is a member of the Galactic Community, it is additionally affected by all enacted Sanction resolutions, even if it isn't otherwise in breach of Galactic Law. A denouncement resolution can only be proposed against empires in breach of Galactic Law or if the proposer has a Diplomacy rivalry.png rivalry or negative relations with the target. There are two types of denouncements:

  • Federations If the 4th or 5th Mutual Defense resolution is active, any member can propose a Castigation denouncement at the cost of Influence.png 25 influence against an empire that is either in breach of Galactic Law or is not a member of the Galactic Community.
  • FederationsNemesis.png Unless the Council Denouncement power is revoked, any member of the Galactic Council can propose a Council denouncement at the cost of Influence.png 100 influence against any member of the Galactic Community.

Environment and Technology

The Environment and Technology resolution group contains the following resolution categories:

  • Ecological Protection, resolutions which mainly benefit non-gestalt, biological pops and make planetary development harder
  • Unchained Knowledge, resolutions which increase research station output and have a variety of different effects related to stations and research
  • Divinity of Life, resolutions which increase unity production and spiritualist ethic attraction but punish empires with robotic pops
  • Space Fauna, resolutions dealing with Tiyanki and Space Amoebas

The Suzerains and Sovereignty resolution group contains the following resolution categories:

  • Intergalactic Directives, resolutions which protect subject empires' rights
  • Bureaucratic Surveillance, resolutions which enhance overlord empires' control over their subjects, can only be proposed by an overlord empire

Sanctions

Sanctions are resolutions that apply negative modifiers to empires that are in breach of Galactic Law or have been denounced. Each main resolution group except Suzerains and Sovereignty has a sanction category containing three levels of resolutions, all of which require Influence.png 25 influence to propose. The last two levels for each sanction category can only be proposed by members of the Galactic council member.png Galactic Council, and only if the Federations Federations DLC is enabled.

Galactic priorities

Galactic Priorities are resolutions that create a Galactic Focus, an objective that when accomplished grants every member of the Galactic Community 100 Influence.png influence. Galactic priorities only appear when certain conditions are met and cost 100 Influence.png influence to propose.

Galactic council

The Galactic Council can be created by passing the Form Galactic Council resolution, which requires the Galactic Community to be at least 20 years old. Members are chosen from the member empires with the highest Diplomatic weight.png diplomatic weight every 20 years and gain an additional Mod diplo weight mult.png +20% diplomatic weight. Council members can propose higher level sanctions and council denouncement resolutions and can declare any proposed resolution an emergency measure and put it into session immediately once every 20 years. After the Galactic Council is created, the full Galactic Reforms resolution list becomes available in the Politics and Culture group. The Council starts with three members and the power to denounce Galactic Community members.

Council Size can only be changed one seat at at time. The rest of the resolutions are paired sets, where one only one is available at a time.

Crisis declaration

The members of the Galactic Council, including the Custodian or Galactic Emperor, can propose crisis declaration resolutions. Crisis declaration resolutions cost Influence.png 300 influence to propose or repeal and start a war between the Galactic Community or Galactic Imperium and the targeted empire using the Diplomacy status casus belli holder.png Crisis War casus belli. During the war, member empires gain Mod ship build speed mult.png +20% ship build speed and Mod ship upkeep mult.png −10% ship upkeep. The war ends prematurely if the resolution is repealed.

The Custodian

A Custodian can be chosen from the members of the Galactic Council by passing the Nominate Custodian resolution; the target must not be a subject, have the Civic pompous purists.png Pompous Purists civic, or have the Become the Crisis Become the Crisis ascension perk.

The Custodian enjoys the following benefits:

Even if the Custodianship ends, any active Custodianship resolutions remain in effect. Custodian resolutions can be repealed, but additional Custodian proposals cannot be made. If the Galactic Defense Force was enacted before the end of the Custodian's term and a GDF fleet exists, it becomes a neutral fleet that patrols Galactic Community space.

Galactic Imperium

The galactic imperium

If the Proclaim the Galactic Imperium resolution is passed, the Galactic Community is reformed into the Galactic Imperium. All Galactic Imperium members leave any federation they are part of. The Custodian becomes the Galactic Emperor - with a new name depending on its previous authority - shifts ethics towards Fanatic Authoritarian.png Fanatic Authoritarian, shifts government to Imperial Imperial, gains the Civic galactic sovereign.png Galactic Sovereign civic, and gains the ability to upgrade the capital building of the empire's capital into the Imperial Palace. If the Galactic Emperor previously had Auth corporate.png Corporate authority, it still shifts government but becomes able to use both regular and corporate civics. All Custodian perks remain and in addition, the Galactic Emperor cannot be attacked by Galactic Imperium members and gains Mod add base country intel.png 65 base intel on them. Empires cannot leave the Galactic Imperium.

When the Galactic Imperium is formed, the Galactic Council is reformed into the Imperial Council, with the Galactic Emperor maintaining a permanent seat. Galactic Reform resolutions is replaced by Imperial Council ones, which can only be proposed by the Galactic Emperor. If the Galactic Defense Force resolution has been passed, it is replaced by the Imperial Armada Resolution. In addition, the Galactic Trade Organization resolution is moved to the Imperial Institutions group and A United Front to Foreign Relations.

If the Galactic Emperor is entirely destroyed, the Galactic Imperium becomes the Galactic Community again.

Undermining the Imperial Authority

The Galactic Imperium measures its strength via Imperial Authority. Envoy.png Envoys can be assigned to the Galactic Imperium to raise or lower Imperial Authority by 0.1 per month each. This is done via the Galactic Imperium screen as shown in the image. Envoys can be assigned (by clicking either icon) to support or undermine the Imperium. In addition to this, an Espionage Operation exists to Weaken Imperial Authority.

If the Imperial Authority is at least 100, all members of the Galactic Imperium join the Galactic Emperor in defensive wars. If it falls below 50, members can use the Spark Rebellion espionage operation to attempt to bring down the Emperor. This operation requires a very high Spy network.png Infiltration level, so it may be required to acquire additional assets first. In addition to the high starting requirements, events may happen that demand to sacrifice the assigned asset, thus lowering the maximum infiltration level. The Contact Lost event requires 10 more infiltration level than the original starting requirement of the operation.

Galactic Law

The Galactic Law represents actions that are forbidden within the Galactic Community. When the Galactic Community is formed, nothing is forbidden, but passed resolutions can ban certain Menu icon policies.png policies and actions. If a member of the Galactic Community breaches the Galactic Law, all other members lose Diplomacy opinion.png opinion towards the breaching empire. In addition, as long as an empire is in breach of Galactic Law, it is affected by passed Sanction resolutions. Sanction resolutions themselves can only be proposed after at least one thing is banned by Galactic Law.

When a resolution banning a Menu icon policies.png policy is passed, all empires in breach of that resolution are given an event to change the policy or remain defiant of Galactic Law. Once every decade, empires in breach of Galactic Law are given another event to change their policies.

AI voting weight modifiers

AI voting

How an AI empire votes on a resolution is determined by the AI weight for that resolution: a base weight multiplied by AI weight modifiers and added to by a flat random (−1 to +1) monthly bias. The breakdown of an AI empire's voting weight for a resolution can be seen by hovering the cursor over the empire's flag in the Galactic Community while that resolution is selected in the queue.

The base weight for standard resolutions typically follows the table below, with each level requiring progressively higher multipliers to support. Other resolutions have one of those base weights, with a few having a base weight of 3. Standard resolutions typically have a base weight of 5 to repeal.

An AI empire's stance towards a resolution depends on their total AI weight: . Notably, unlike most modifiers, which are additive, AI voting weight modifiers are multiplicative, though the in-game UI shows them as additive percentages. If any AI weight modifier is ×0 (shown as −100% in-game), that AI empire has 0 AI weight toward the resolution and the monthly bias is not applied.
