PHI reworks totally how federations work. Federations now revolve around ethics, and dishomogeneity is strongly punished.
All perks reported in the table below are already cumulated, and the president is not considered a member (so you can see what is got from every kind of member at every federation level).
Federation Centralization determines what Federation laws are available and is limited by the current federation level. Raising centralization will incur increasingly higher cost to cohesion and will gradually give back the diplo weight lost by members to the president. This reflects the federation getting represented in the Galactic Community by one voice, thus enabling a federation with many small members to have its president as a Galactic Council member.

The Fleet Contribution law determines how much naval capacity is transferred from federation members to the federation fleet. The availability of laws is independent of the federation type, but requires high levels of centralization and cohesion.

Vassals are never allowed into federations. PHI does this to prevent the exploit in which a vassalized federation member is not allowed to rebel to its overlord.

All other laws regarding the functioning of a federation don't require any centralization level to unlock. Any federation can be customized right from inception.
−0.5 multiplied by the number of different ethics, minus 2 (moderate and fanatic ethics of the same type will count as different ethics)
−4 for each opposed ethics
If a Federation loses the experience required for a level and fails to raise it above the required limit within 90 days, the Federation level will downgrade and remove all perks from the previously held level. Each level requires the following amount of experience:
