Expand template on Traits page

Not sure why you removed it. Until you or someone else actually give a qualifying reason for its removal, I'm adding it back.

I removed the expand notice because there are no further interactions between traits and government/ethos, only the decadent one. Neither do they impact the events. But thanks for making me check the policy file for traits, it seems that trait removes the happiness penalty from a pro-slavery policy if you're individualist. Since you can't make a species which is both decadent and individualist I suppose the effect is made in case of ethics divergence, I'll mention it. It's the only trait that affects policies.

As for the requirement to be collectivist if you take the decadent trait (I confirmed it's the only valid combination, not even xenophobe works), I removed it from there and mentioned it both below the negative traits subsection and as a note below the description of the collectivist - individualist dichotomy on the ethos page. I suppose mentioning it on the choosing traits section would have been better than below, I'll fix it.
